Abstract
In this paper we consider linear time-varying systems subject to norm bounded, one block, structured uncertainties. First, given an unforced system, we find necessary and sufficient conditions for quadratic stability; then, considered a controlled system, we provide necessary and sufficient conditions for quadratic stabilizability both for the state and the output feedback case
