Abstract :
In a previous article (see ibid., p.157, August 1994) the success of electrification projects was discussed. Reasons why projects sometimes do not have the impact hoped for were explored. Vietnam has until recently been closed to the Western industrialised world. Now a market economy has been permitted and the country is looking for international co-operation to help develop its infrastructure. The situation is reviewed by considering the points made in the previous article.<>
