Abstract :
This paper documents a new probabilistic approach to transmission outage planning by taking advantage of the outage database and new computer programs which are available. This approach provides reliability indices which are used to evaluate expected power system performance and provides a quantifiable method to evaluate overall transmission system performance. It also provides a consistent and quantifiable method to rank transmission projects and helps to provide a measure of impact on reliability for each and every project addition
