Abstract :
This paper consists of two parts. In the first part, the complex dielectric constant of sea water is discussed. By utilizing the Two Debye Model, the Brewster angle is analyzed. In the second part, the coated dihedral corner is used as a simple model of the sea surface which produces the sea spike. The Brewster angle damping is considered as a source of polarization difference in low grazing angle sea scatter characteristics.
