Control of industrial research

The problem of how to control industrial research for the benefit of the company or society which supports it is a subject of perennial interest. Ever since science based industry became a recognised component of society, those concerned with the deployment of resources on industrial research have been uneasily aware that there is very little correlation between expenditure and recognisably useful results.
