    Since the Health & Safety at Work etc. Act came into force in 1975, nobody at work can abdicate responsibility for his or her safety. Now employees are also obliged to care for safety if what they do or fail to do may affect it. Also, the penalties HM Factory Inspectorate can impose apply equally to employers and employees
