Abstract :
China has established developing strategic emerging industries as a national strategy in order to gain a technological advantage when facing challenges from international competition. However, the development of these industries is associated with uncertainty and a considerable amount of risk as these industries are inevitably characterized by emergence. This paper analyzed various risks residing in the development of regional strategic emerging industries such as accident risk, environment risk, technology risk, market risk, profit risk, financing risk and management risk. A method for identifying and evaluating industry risks was proposed. To be specific, industries facing risks are identified using the fuzzy clustering method, a model for static risk evaluation is built on hierarchy analysis and fuzzy comprehensive evaluation. A risk estimation model is created which incorporates the sensitivity coefficient. This paper also validated models through empirical analysis and provides suggestions on strategies for avoiding risks of industries.
