Abstract
E-commerce definitions that tie e-commerce to payments or even sales transactions are too limiting. To me, e-commerce is “the transfer of value over an electronic network”. This includes the exchange of valuable business documents and noncommercial applications such as government-to-citizen services. E-commerce is thus not limited to the Internet, but it excludes strictly presentational systems such as Web sites that have only product information. It is argued that seeking solutions to differences that hamper cross-border trading is high on the list of critical e-commerce initiatives across Europe
