Abstract
Even though power-system economics is increasing in importance in its own right, power-system planning engineers must take the lead, vis à vis their economist partners, because it is the engineer who intimately knows the sector and can therefore express its characteristics in economic parameters; he expresses power-system economics in terms of three fundamentally interconnected factors: the reliability rule, the investment rule and the pricing rule
