Abstract :
From the perspective of China´s Internet Service Provider (henceforth, ISP) industry development, we established a de-novo mathematical decision-making model among the governance participants by analyzing characteristics and problems of the current ISP governance situation, and concluded that along with increasing governance participants, there exist a conflicts between the overall interests and the local interests. We then analyze the relations and responsibilities within the governance participants, and proposed to establish a Chinese ISP Development Governance Center composed of multiple government agencies, whose responsibility is to monitor the development and management of ISP industry in China. Finally, we build the interactive and multi-stakeholder integrated network governance model, and suggested to gradually shift from ex-ante regulation to ex-post regulation in order to promote the development of ISP industry in China.
