Abstract

This paper assesses the effectiveness and efficiency of grant funding of major Russian and leading US, Chinese and European scientific funds on the basis of a selected system of indicators. Alternative approaches to building performance measurement systems for grant funding in Russia are proposed and justified. Performance of science funds is reviewed in context of expenditures, publication activity and effectiveness of financing. Performance of grant funding is evaluated using complex indexes, scoreboards and ratings.
