Chinese People´s Political Consultative Conference proposal quality indicators´s influence on the performance of social management: A study on “proposals of Beijing Municipal Committee of the CPPCC in 2010, 2011”

CPPCC proposal is an important carrier of the Chinese People´s Political Consultative Conference (CPPCC) to perform the functions of political consultation. It is one of the main way of citizen participation in politics. Proposed in this paper, it analyzed the CPPCC quality metrics (quality and quantity) on the relationship between the social management level and performance impact. Based on the questionnaire survey of the Beijing Municipal Committee of the CPPCC, democratic parties, public sector workers, social public, the multilevel linear model is adopted for data analysis. Results show that the CPPCC proposal has significant regulatory role for the relationship of the performance management index as solving social problems of social control, resolving social contradictions, and promoting social justice, maintaining social stability, etc‥ This provides the beneficial enlightenment for the government to improve social management, promote social management level, enhance CPPCC members participate in the depth and breadth, to promote social harmonious development.
