Abstract
To the public, the notion of energy conservation still carries connotations of `doing without¿. The Advisory Council on Energy Conservation´s recently published Fifth Report calls for a new publicity campaign from the British Government to remove this stigma, as well as recommending measures to improve the take-up of energy-efficiency schemes
