Roper: I should like to suggest that the Committee on Instruments and Measurements give some attention to the question of measurement of dielectric loss or power factor of high-tension cables. A number of the manufacturers have several different schemes in operation, and each manufacturer claims that his particular scheme of measurement is accurate.
