Abstract
A description is given of the design, integration, and implementation of an energy management system (EMS) by Electricidade de Portugal (EDP), using some nontraditional methods that provided a high degree of collaboration, efficiency, and flexibility. EDP power characteristics, optimal meter placement, and the performance of automatic generation control in the presence of low-baud-rate communications were considered early in the design process. EDP´s system architecture was also considered in overall EMS design. The key to efficient implementation was to separate, distribute, and execute simultaneously as many of the time-consuming tasks as possible.<>
