Abstract :
I was having a conversation recently with Jay Pearlman. As background: Jay is past chair of the IEEE Committee on Earth Observation(ICEO). The committee is the interface between IEEE and the International Group on Earth Observation (GEO). OEO has 80 countries and more than 50 participating international organizations such as IEEE. Its purpose is to create a Global Earth Observation System of Systems(GEOSS) to make Earth information more available for improved decision-making for major societal issues.
