Abstract :
This article describes the evolution of energy policy in the European Union (EU). It is divided into three sections, which provide answers to the following questions: 1.) What was the evolution of energy-related initiatives in the construction of the EU? 2.) What are the obstacles to the existence of a truly pan-European energy policy? 3.) What should be the roles of markets and government regulation in achieving the objectives of an EU energy policy?
