Abstract :
The impact of target radar cross section (RCS) fluctuations on the thermal noise limited accuracy of radar measurements of range, range rate, and angle is evaluated for Swerling fluctuation models. The impact is expressed as a modification of the large-signal approximation to the standard deviation σ of measurement error
