In the March 1983 issue of the IEEE Circuits and Systems Magazine, the new Constitution and Bylaws as passed by the Administrative Committee was published. Because of time delays in the system, we submitted the material for publication at the same time it was submitted to the Technical Activities Board for approval. Unfortunately, some of our sister societies objected to the modifications of the field of interest of the Society. They felt that the wording gave us certain license with their basic areas. As a consequence, a committee was appointed to work out a field of interest which covered our Society´s field and did not give us license to invade the territory of others. This modified field of interest has subsequently been approved by the Administrative Committee of the Society. We publish it here for comments by members. If two percent of the members object, we must have a mail vote of the Society.
