Abstract :
For original paper see ibid., vol.24, p.144-46 (1988). This new class of codes based on symmetric balanced incomplete block designs (SBIBDs) are in fact quasi-cyclic (QC) codes, which have been known for some 20 years, and the construction of QC codes for SBIBDs, or (v, k, lambda ) cyclic difference sets (CDS), has appeared before. This connection has previously been exploited to construct majority logic decodable QC codes.
