Abstract
Observability analysis (OA) is an important aid to harmonic state estimation (HSE). A two-phase symbolic observability method is described that provides selected observability with minimal monitoring requirements. The combined OA-HSE algorithm, as well as correctly identifying the levels of waveform distortion, gives additional information such as redundant measurements and harmonic source locations
