Abstract :
The article reports on an integrated system which uses road congestion information to guide routing, both in advance and while in transit. It offers two novel features: historic information about congestion is collected and retained for use when planning routes; and GPS tracks vehicles while they undertake journeys, and the Global System for Mobile Communications (GSM) Short Message Service (SMS) maintains communications between a moving vehicle and a central planning service to suggest revised routes avoiding congestion
