WESTERN engineering wonders are not short of celebrants. Famously, Antipater of Sidon compiled a handy list of his seven favourites. However, certain authorities in the East are not necessarily so ready to trumpet their achievements - and this has proved a doubleedged sword for one of the greatest unsung builders in history, Japanese emperor Nintoku.
