Abstract :
This paper proposes the establishment of intelligent Balancing Authorities (iBAs), to supplement the role of the existing Balancing Areas (BAs) whose performance specifications are for normal operations conditions only. These iBAs would be portofolia of controllable equipment responsible for having adequate control to ensure stability and good dynamic response of their own areas, as well as limited dynamic interactions with the rest of the grid. These controllable portofolia may include fast storage, batteries, FACTS, and/or flywheels to supplement existing AVR and PSS control. It is illustrated in this paper on the IEEE RTS 24 bus system how would boundaries of iBAs be determined for given set of contingencies.
