Abstract :
In many cases, innovation clustering is the strategic goal and up-grading outcome of industry clusters. Taking Guangdong Zhaoxin Real Faith Science Park as an example, by collecting industrial data, conducting interviews, administering a questionnaire survey and gaining feedback, this research conducts a single case study, in order to analyze the key factors that drive cluster upgrading, specifically for those clusters with top-down policy interventions. This paper finds that, for these clusters, geographical proximity, open innovation, leading enterprises and cluster policy are significant in promoting the hi-technology up-grading from an industry cluster to an innovation cluster.
