Abstract :
The enterprise capability evaluation is an effective means to reveal the essence of conversion from resources to performances of an enterprise and the internal mechanism of the development of the enterprise. The emergence of the logistics industry and the infiltration of information technology make the operation mode of the logistics industry to present the logistics network characteristics. The logistics capability evaluation becomes an inevitable way to clarify and solve the contradiction between the resources that have an agglomeration tendency and the poor performance and low competitiveness. However, most studies of the existing logistics capability evaluation were just to measure the capability, but lack of the study on how to enhance the capability. For this reason, a four-stage model for the evaluation and optimization of the logistics capability was proposed in this study. The logistics capability was evaluated and clarified by the fuzzy comprehensive evaluation method based on the evaluation index system. The crux of the problem and the direction of improvement were sought according to the theory of constraints (TOC) and the thinking process (TP) tools. The logistics capability index was improved and the value of the logistics capability to be elevated was obtained by the simulation and optimization. A case study on the distribution center, the key node of the postal logistics network, was carried out. The results showed that the model is feasible and effective, and can provide a method for improving logistics capability and competitiveness.
