  • Abstract
    A radio spectrum policy that would consist into a new spectrum management process can be seen as an innovation if there is emergence of new business models with either consequences on the market in place or creation of a new market. Licensed Shared Access is undoubtedly a new regulatory approach to manage radio spectrum but can it be qualified as an innovation? What are the consequences for the market and the stakeholders in place? Authors´ point of view is given from European regulatory and business perspective with the objective to question about the innovation potential for LSA.
