Abstract :
In the paper, it is shown that according to the selected load shedding strategy, all individual reliability constraints corresponding to customers can be integrated into a single reliability constraint corresponding to the system ELNS. If the system reliability constraint is satisfied, then all individual consumers´ reliability constraint would be satisfied, too. Therefore, the ISO should set spinning reserve based on the system ELNS.
