IN HIS Inaugural Address in January 1949, President Truman declared that the United States, in co-operation with the United Nations and with other governments, should attempt to pool the technical knowledge and skills of the more advanced countries to stimulate the progress of the underdeveloped countries. Conceived as a “bold new program” to provide “triumphant action … against the hunger, misery and despair” for the world´s free people, it has been very widely commented upon and discussed as the “Point Four” program.
