Abstract
A key attribute desired of intelligent networks is the ability to design multiple services from a set of service-independent capabilities. Some aspects of the planning, requirements specification, design. and development processes to produce such capabilities are examined. Important factors and considerations necessary to the successful realization of service independence are described.<>
