Abstract
Standards are technical products that demand a sophisticated level of strategic planning, extensive technical preparation, and superb interpersonal skills, particularly at the international level. Three tools are presented to understand how these factors interact with each other in the case of telecommunications and information technology standards. These tools can improve decisions regarding the timing of standardization, the level of detail a standard should include, and the measures of quality of the final product
