Abstract :
The tasks and objectives of Deutsche Bundespost (DBP) TELEKOM and the regulatory environment in Germany are discussed. These objectives include rapid further development of the telecommunication infrastructure in western Germany and its buildup in newly added eastern Germany. The OPAL series of pilot projects, intended to develop fiber loop systems, is described. The projects, the first of which is underway are, among other things, to prove that various innovative concepts can be implemented: to determine the level of performance and cost that has been achieved or in a certain period can be achieved, providing a basis for the specification/standardization of the desired infrastructure at the subscriber line level; and to make possible the early provision of optical fibre systems that are cost effective, can be integrated, and can be upgraded to offer new services to various customer market segments.<>
