    Phase I of the Superconducting Magnetic Energy Storage/Engineering Test Model (SMES/ETM) project includes a test program to evaluate superconductors under development. Key aspects of this program are presented including the operation of the high test facility at 1.8 K. Descriptions are given of the 1.8-K refrigeration, the background field, the current supply, and the test setup
