Abstract :
IN contrast to issues of the past several years, the current A one is a “fat” issue. Two factors have contributed to thinner issues recently: 1) the lack of a substantial backlog ofrefereed and revised papers that would permit more papers per issue, and 2) budgetary austerity, which led to the imposition of page charges on articles of more than 6 TRANSACTIONS pages long. The second constraint is in the process of being lifted by the EMS Administrative Committee, and the first is being relieved by a flood of papers through regular channels and via the Annual Conferences on Engineering Management which have been sponsored by the EMS of IEEE over the past four years.
