Abstract :
Presents a methodology that will aid in determining to what extent internal upwards movement should take place in an organization. The methodology helps in evaluating the turnover that results or is avoided if certain manpower policies are adopted. The methodology is based on the theory of Markov chains. Specific results indicate whether the organization should stress internal training or outside hiring of qualified personnel.
