Abstract
Until 1979, there was no such thing as a formal, standard plan for moving nearby residents in the event of a catastrophic accident at a nuclear power plant. A radiation leak bad enough to force the relocation of residents near the plant seemed just too improbable to merit elaborate contingency plans.
