Abstract :
A new normalised rate-distortion model for quantisation in MC-DCT video coders is proposed. The model is computationally very efficient, since it approximates rate-distortion relations for all values of the quantisation parameter with only one curve, by normalising the energy of signals and the quantisation distortion, with functions of the quantisation parameter
