Abstract
In evaluating systemic risk and resilience we need to move from powerful metaphors to usable models that address different types of uncertainty. The complex adaptive nature of infrastructures provide a wide range of interconnected challenges, such as those posed by the simple question "what is the system?". In answering this we should recognize the importance of the "soft" intangible infrastructures.
