Abstract :
Can IT and the Internet promote and strengthen global civil society and democracy? How does the Internet create conditions for improving the delivery of services to the common public? Reviewing ICT initiatives in India leads to a set of recommendations for developing and implementing ICT-based initiatives of interest to common citizens and the government, some of which might be useful for Tunisia, Egypt, and other new democracies working to build a more inclusive e-society and an effective system of democratic governance.
