Abstract
On 8 April 2010, the Federal Communications Commission (FCC) announced an aggressive agenda for implementing key aspects of the nation´s first-ever National Broadband Plan (NBP) [1]. The NBP focuses in multiple places on backhaul, which is the transport of voice, video, and data traffic from a wireless carrier´s or public safety network´s base station (or cell site) to its mobile switching center (MSC). Backhaul appears in the NBP in both direct and nuanced ways.
