Abstract :
Prospects that the Congress will move swiftly on President Carter´s energy proposals are dim, with a number of different committees slated to participate in the legislative process. In the Senate, the Energy and Natural Resources Committee and the Finance Committee will have primary jurisdiction over the policy aspects of the proposed legislation, but five other committees also will have an opportunity to provide inputs. In the House, Speaker O´Neill has set up an Ad Hoc Committee on Energy to coordinate the work of the five standing committees that will share in reviewing the legislation.
