Abstract :
As the problem of freeway traffic emergencies getting increasingly serious, conducting research about freeway safety management is increasingly important. Emergency plan research is one of the important researches and is crucial for transport system reliability. In order to quantify plan-making process, making effective implementation and wise management, this paper develops a freeway emergency plan simulation system on the base of traffic simulation software VISSIM through secondary development. This paper first designs structure, function, logical process and interfaces of system, and then develops key modules of basic road network, typical plan and simulation evaluation as well as detailed feature parameter. Finally, this paper takes Shenyang Ring Freeway as case study of system application.
