Abstract
A new two-step motion estimation algorithm is proposed for large search range. It exploits minimum mean-absolute-error quantisation and outlier pixel exclusion to reduce performance degradation. With respect to the full search algorithm, the hardware cost is reduced to 1/144 with similar peak signal-to-noise ratio performance when the search range is ±128×±128
