On the problem of periodization of the national telecommunication complex history

This paper proposes a new vision of the periodization of the development of electro-communications, formation of the telecommunications industry of the USSR. On the basis of the age of the public significance of information communications, the authors emphasize the 4 stages of transformation of funding of operational data from an instrument of public control and to mobilize a critical service to the population, the service sector of the economy.
