Abstract :
The allotment for the resources (fund) shortage in water and electricity is always a very tough problem, so we first build a mathematics model with a practical software designed in the way of L.A. Zadeh fuzzy sets. Then in the model, we eliminate the false reported data and obtain a better result in determining the ratio for undertaking the outcome of water and electricity shortage. The designed software put into operation by imitation is appreciated by the sections that use it. Last, we prove the model and the method effective after numerical examples.
