Abstract :
The 1XEV-DV 3G standard is designed to support high-speed data services. It is also expected to provide quality of service (QoS) guarantees for these high speed data connections. On the radio interface, voice and data connections are code multiplexed. However, it is also possible to time share multiple data users on a single forward link data channel. An important aspect of this option is the scheduler used to serve users on this shared, slotted forward link data channel. If QoS guarantees are provided to these users then the scheduler must ensure that these are met at all times. Proper admission and congestion control algorithms are needed to ensure that accepted voice and data users are served at there guaranteed QoS levels. In this paper we present a congestion control algorithm for the air interface that is aware of its effects on the transport layer protocol.
