Abstract :
In general, emergency satellite commanding and consultation system should include the commanding system, the consultation system, the mobile communication system, the microwave transferring systems and the information processing systems. This paper gives the system design which is a hybrid communication network working as a star network or a building on-demand network. Using of intelligent satellite communication network - Viper sat system, a variety of services working in the field can access into the commanding center network, including telephone switching system, video conference system and integrated services data communications network. The system should not only improve the ability of the rapid response, the commanding and controlling, the dealing with of the emergency events at all levels departments, but also can provide the site information and the decision-making advice timely and safely,, so it is efficient to meet the needs of their work on emergency management. By the way, all the equipment and related integrated products in the system has been tested field in reliability, practicality, portability, and so were able to meet the demand.
