Abstract
Will the ldquomissing moneyrdquo in a competitive energy market be sufficiently addressed in the capacity market to garner adequate resources to keep the lights on? Can the capacity market provide economic signals to attract new investment in generation? A summary of how the New York Independent System Operator (NYISO) addresses these issues is discussed in this paper, along with a summary of the effort currently underway to design a forward capacity market.
