Abstract
We all have budgets, we would all like to maximize that ephemeral quality called software productivity, and we all need to know where to put our dollars for maximum effect. The problem is that after wading through hundreds of articles promising to reveal the secret formula for revving up our development organizations, we still do not know. We discuss several areas such as programmer skill, defining the problem, customer relations and tools and technology, plus some breakthroughs like object-oriented programming and large-scale reuse
