Abstract :
E-governance is a new model for the government´s governance which is to achieve good governance in the Information Age. E-governance is helpful to assist the government through the network and the information technology in order to realize the ideal targets such as transparency, accountability, efficiency, legitimacy and instant response. These five objectives are the basic elements for good governance. The agreement for these two points proves that the E-governance does not impose on the good governance by force, but is a part of good governance. And the Chinese government has been pursuing the goal of good governance. Therefore, the concept of good governance prompts our government to improve and innovate e-governance constantly and finally to create a good governance model. In this paper, we use SHEL model which includes Software, Hardware, Environment, Liveware (S, H, E, L) these four factors to build and innovate our government´s e-governance.
